Expression of Interest

Georgian Society of Nature Explorers "Orchis" (GSNE “Orchis”) is one of the implementing partner organization to Keep Georgia Tidy that is financed by Sweden.

The main objectives and general scope of work for the assignment is on Circular Economy issues. The Consultant will be required to:

Development and implementation of the training programme targeting key decision makers, regional governors and their advisors, Business Company representatives as well as universities in Georgia with the objective to provide the regulatory and technical background to launch legislative process and introduce effective systems at the regional and local levels following the key principles of Circular Economy;

  1. Development of training materials on Sustainable Development Goals (SDGs) related to waste management and Circular Economy issues;
  2. Preparation of Manuals on Circular Economy for higher education institutions/ universities, business sector and decision makers/governmental, parliamentary structures;
  3. Preparation of background materials for regulatory changes on Green/Circular Economy (development of policy Papers).

The contract is expected to last for an estimated 60 working-days to carry out the assignment.

Of the International Consultant on Circular Economy Issues

for the Keep Georgia Tidy Project

Context

Georgian Society of Nature Explorers "Orchis" (GSNE “Orchis”) is one of the implementing partner of   organizations of “Keep Georgia Tidy” project aiming at prioritizing environmental sustainable education, raising awareness and high engagement of the population, business sector and Government of Georgia (GoG) in waste sector improvement, reduction of greenhouse gas emissions and pollution of environment and promotion circular economy principals in Georgia in order to ensure people’s rights protection to live in a clean environment and develop the country’s economy.

 

Scope of Work

The objective of this assignment is to assist the GSNE “Orchis” in Circular Economy issues; particularly to provide the regulatory and technical background to launch legislative process and introduce effective systems at the regional and local levels following the key principles of Circular Economy. The Consultant will be required to:

  1. Development and implementation of the training programme (8 workshops) targeting key decision makers, regional governors and their advisors, Business Company representatives as well as universities in Georgia with the objective to provide the regulatory and technical background to launch legislative process and introduce effective systems at the regional and local levels following the key principles of Circular Economy;
  2. Development of training materials on Sustainable Development Goals (SDGs) related to waste management and Circular Economy issues;
  3. Preparation of Manuals on Circular Economy for higher education institutions/ universities, business sector and decision makers/governmental, parliamentary structures;
  4. Preparation of background materials for regulatory changes on Green/Circular Economy (development of policy Papers).

 

Specific Key Objectives of the Programme:

·          Demystify circular economy principles and focus on the business case

·          Test practical actions on real live assets and projects

·          Challenge traditional contractual models and procurement routes

·          Inspire new design concepts and material inventions

·          Foster collaborative learning by doing and share the lessons learnt

·          Accelerate systemic change through wider policy and advocacy work


Schedule and Resources

The Consultant shall review all previous relevant studies that were carried out in Georgia to ensure the timely completion of these tasks.

The duration of the assignment is 43 months with an expected resource need of up to 60 men/days over this period.


Reporting and Deliverables

·          Work plan and time schedule (in advance of starting the work program);

·          Monthly Progress reports (within one week of month end);

·          Technical reports and presentations as required under this ToR;

·          Presentations for training programme on Circular Economy;

·          Presentations on Sustainable Development Goals (SDGs) related to waste management and Circular Economy issues;

·          Manual on Circular Economy for higher education institutions/ universities;

·          Manual on Circular Economy for business sector and decision makers/governmental, parliamentary structures;

·          Background materials for regulatory changes on Green/Circular Economy (development of policy Papers);

·          Completion report.

During the assignment the Consultant must keep GSNE “Orchis” informed on progress and of any issues arising at the organization interest. After finalization of the assignment, Consultant shall submit to GSNE “Orchis” copies of all required documents in English (2 paper copies in English language and one submission in electronic format).

 

Professional Experience and Skills

The International Consultant is expected to have a sound knowledge of Circular Economy principles and waste management issues, relevant international previous working experience (at least 15 years) in the design and implementation of such programmes. In particular, practical experience with the preparation of programmes and guidelines on Circular Economy, waste management and SDGs; Sound knowledge of best international practice and approaches in Circular Economy and waste management and international legislation applicable to these issues; Sound familiarity with the requirements of corporate social responsibility and sustainable development approaches; Working experience in the waste management, environmental protection and Circular Economy sectors. Experience in the Region is considered beneficial. As many future infrastructure developments are likely to involve financing from International Financial Institutions (IFIs), familiarity with environmental and social requirements of the IFIs is considered advantageous.


The proposal shall present the detailed breakdown of fees, dates of providing services and other relevant conditions. Please indicate prices in EUROs. The proposal shall be in English.
